SRQ Road Paving: Proposal

I used to fly off of a football field and a dog track parking lot. When I came to Sarasota, I thought I had found a dream field to fly from, and I have. I have come to realize; however, that there are a couple of things that prevent this field from being a true world class facility. I believe one of them is not having a paved access road and parking lot.

As you all know, we are about 20 days from the start of the county bringing a paved road up to our leased area. The county originally planned to bring the road all the way up to and including the far east parking area. The engineering, surveying and design have all been done. One problem: the county ran out of money, and stopped their funding at our leased area. The road will come only up to our leased area as a 20’ wide road. (Our leased area begins where the silt fence ends.)

The shell road is currently 14' wide up near the top of our road. Most roads have a crown to divert the water off to the sides. In our case the road will have a reverse crown to contain the water in the center of the road so it can flow to the bottom of the hill and onto a splashway and drainage system.

A proposal has been made to the club by the contractor to continue the road from where the county is stopping, all the way to the far east end of our existing shell parking lot, as originally designed by the county.

For pricing purposes, the contractor divided the project into 2 phases. Phase 1 would stop at about the porta-pottie. Phase 2 would continue all the way to the far east end. (See drawing)

This is a once in a lifetime opportunity. The design has been done, the engineering has been done, the surveying has been done, permits are in place, and the contractor is going to be onsite so the mobilization costs are next to zero. If we do not take this opportunity NOW, realistically, it will never happen.

I know there will be naysayers, and I don't have a problem if the objections are that they don't like the looks of pavement, or they think it is too much money, or they like watching the girl at the carwash dry their car every week because their car gets so dirty. Everyone is entitled to their own opinion, but they are NOT entitled to their own FACTS.

I have heard members having discussions about runoff. I have met with the contractor when the test holes were dug and have met with the contractor's project superintendent and foreman to discuss runoff. I also spent a couple of hours with ATKINS Engineering (based in Tampa) and their P.E. in charge of stormwater runoff.

Let me tell you what I learned. I have a civil engineering background and have studied advanced calculus, but after about 45 minutes, my head hurt from watching the calculations being made. They agreed to run some computer simulations to see how much increase in runoff we would have at different rain volumes if we were to pave the entire lot. During a light rain, there will be an increase in runoff to the north side of the parking lot. For a 1" rain in 1 hour, it will add about 5 gallons a minute to the runoff over the entire parking lot. That is less than a 3/4" garden hose. As the rain increases, the increased runoff is about 1%. If we get 1,000 gallons of runoff now, we will be getting 1010 gallons if we pave the lot. Nobody here could tell the difference.

The reason for this is that the existing shell lot is so tightly packed, it absorbs very little water before becoming saturated and unable to absorb any more water. These figures are based on current slopes, and it is hoped that the contractor will be able to tweak the slope in our favor during the construction process.

Our current lease expires on September 9, 2020. Yes, we have to execute a 5 year renewal clause in our contract by September 9 this year, but it is only a formality. Everyone I spoke to in the Parks and Recreation and in Waste Management love us. A quote from a Sarasota County representative was “as far as the county is concerned, you guys will be there forever.” Unless we do something stupid, we are not going anywhere.

Cost, of course is a major issue. I have received a quote from the contractor and for Phase 1, and the quotation is for $47,766. Those of you who asked me what I thought it would be based on my 30 years in the construction business, know I estimated below $50,000. Pretty close! The quotation for Phase 2 of the project is $26,745.

This expenditure requires NO special assessment. We have the money. Based on our last 7 years of membership levels, we will replace the money for Phase 1 in the reserve accounts in 5 years. You will all be complaining that we have too much money again!

05 - SEPT - 2014

  • What we know:

    • A contract was awarded to Fredrick Derr & Company by Sarasota County to pave the unpaved roads in Rothenbach Park. All necessary drainage, grading etc. is a part of the contract. The paving of the road, which will be 20’ wide, will come up the hill and stop at the beginning of our leased area. The county is NOT paving any part of our leased area

    • 9/1/14: A notice to proceed was issued. Silt fencing has already been installed and ends about where the paving will end at the top of the hill.

    • 11/29/14: Substantial completion is required.

    • 12/29/14: Final acceptance is required.

    • There will be a two week period where the ENTIRE park will be closed, including the weekend in between the two weeks. This means no flying at all. There will be no bicycles, no pedestrians, no cars, no anything allowed in the park except authorized personnel. It is not known, yet, when the two week shutdown will occur.

    • The contractor and the county know of the two events we have coming up. They will do their best to work with us. When they know when the shutdown will occur, we will know and post it here.The club is meeting with the contractor to see if we can negotiate having the road and parking lot of our leased area paved as well. When we know something, it will be posted here.

09 - SEP - 2014

AS THE ROAD CONSTRUCTION PROCEDES, THERE MAY BE UNANNOUNCED ROAD CLOSURES THAT MAY LAST FOR AN HOUR OR THE DAY. WE ARE WORKING ON A WAY TO GET MORE TIMELY INFORMATION. BELOW IS A NOTICE FROM THE COUNTY ON THE PROJECT.

NOTICE:

  • Sarasota County Parks, Recreation and Natural Resources will soon be initiating a project to pave the shell road to the south parking area and to the RC Squadron lease site. The Rothenbach Park Paving Project is scheduled for the period of time from September 2 through December 29, 2014. This project will enhance public access and will also provide improved drainage to protect the closed landfill and reduce erosion along the newly paved park roads.

    • Project specifics:

    • Who:

      • Frederick Derr & Company is the contractor retained by the County for this project.

      • What:

        • The contractor will be preparing for and paving two (2) shell driveways in the park -- one leading up the hill to the RC Flyers parking lot; the second shell driveway leads to the trailhead parking lot in the southern part of the park. The park’s main entrance drive will also be upgraded with new drainage pipes to help alleviate pavement deterioration.

      • Why:

        • Erosion on the shell drives has forced park staff to close the road to the south parking area, and has at times exposed the landfill liner, making it vulnerable to damage. The landfill is strictly regulated by the Department of Environmental Protection which mandates a certain amount of soil covering the liner. Erosion that exposes the liner could lead to fines from the DEP, and if the exposed liner is damaged, required repairs are costly.

    • When:

      • From September 2 through December 29, 2014

    • How this affects park visitors:

      • For safety purposes during construction, the shell driveways will be closed to the public beginning in mid-September. The entire park may be closed periodically, beginning in late October, while construction work is completed on the entrance driveway. Exact closing dates will be posted as construction progresses.


11 - SEPT - 2014

There will be no construction activity at the field until at least Wednesday, the 17th. Therefore the field will be open with no interruption.


17 - SEP - 2014

The contractor, Frederick Derr & Company, will be off site for at least the next two weeks. You may see engineers on the road but they should not interfere with our access to the field. Look for more updates around October 3rd.


02 - OCT - 2014

The contractor has encountered what is known as “a change of conditions” in the road leading to our field. While the contractor and the county work out the details, there will be no interruption in access to the field. This information is good until October 17th. Another update will be provided before the 17th.


17 - OCT - 2014

The field should remain open with no interruptions at least until November 15th. Another update will be provided before then.


03 - NOV - 2014

WARBIRDS OVER SARASOTA IS ON!

THE  CONTRACTOR AND THE COUNTY HAVE RESOLVED THE ISSUES WITH THE ROAD PAVING. THE CONTRACTOR WILL NOT BE STARTING WORK UNTIL AFTER THE FIRST OF THE NEW YEAR. AN UPDATE WILL BE PROVIDED IN JANUARY 2015. SO START GETTING READY FOR THE WARBIRD FLY-IN NOW!


29 - DEC - 2014

The road repair is scheduled to start in February. The exact starting date is unknown. No field closures are scheduled at this time.


26 - JAN - 2015

There will be no activity on the road until at least the last week March or possibly early April.
No field closures are scheduled at this time.


23 - FEB - 2015

The county has postponed any road activity by the contractor until at least the end of April.
A further update will be provided in the middle of April.


25 - FEB - 2015

THE ROAD PAVING HAS BEEN SCHEDULED! THE FIELD AND ALL OF ROTHENBACH PARK WILL BE CLOSED APRIL 15TH THRU APRIL 30TH. THIS MEANS THE 2015 AIR FAIR IS CANCELLED.
